BLOOMINGTON — Evelyn “Joyce” Neal, 72, of Bloomington, passed away at 3:27 a.m. Thursday (Sept. 19, 2019) at her residence.

Private interment will be at Park Hill Cemetery, Bloomington. Kibler-Brady-Ruestman Memorial Home, Bloomington, is assisting the family with arrangements.

Memorials may be made to VITAS Hospice.

Joyce was born Oct. 3, 1946, in West Liberty, Ky., a daughter to Eva Keeton Beck and Lenvil Fannin.

Surviving are her son, Timothy Outlaw, Bloomington; daughter, Kelli Outlaw, Chicago; granddaughter, Johnae McCaskill, Florida; great-grandson, Jaxon Talucci, Florida; brother, John Beck, Normal; sisters, Gwen Burns, Bloomington, and Debbie Foster, Peoria; and numerous nieces and nephews.

She was preceded in death by her parents; brother, Gerald Beck; and sister, Brenda Crose.
